Tampa Housing homes each have a manager who is supported by a team comprising a Deputy Manager, Senior Support Workers and full time Support Workers. Staff sleep in at the homes whilst on duty, during the night to ensure the safety of children and young people at all times.

Kelsey Franklin

Register Manager

Kelsey has worked in a residential setting since 2014 and has continued to work hard gaining experience and confidence in her role. She started in children’s residential homes in 2017 as a support worker, and quickly progressed to senior support worker and deputy manager.

Kelsey holds a broad range of experience including challenging and complex behaviours, learning disabilities and child sexual exploitation and trafficking. Kelsey holds a passion for helping those with trauma and complex behaviour, which led her in completing her psychology degree. Kelsey has had the opportunity to work within therapeutic homes and gaining experience in adverse childhood experiences and understanding meaning behind the behaviours.

Kelsey holds good knowledge of safeguarding, of which she has gained from training and experiencing different types of safeguarding issues.

During her career she has worked alongside a range of professionals and liaised with families and social workers daily. 

Artiola Qazimi

Home Manager

Artiola has previously worked in a children’s home since March 2020, starting as a support worker. In April 2022 , Artiola became a team leader , then served as an interim deputy manager for 3 months before returning to her team leader role. In August 2024 , Artiola stepped in to a deputy manager role at Tampa housing and is currently working towards her level 4 in children, young people and family practitioner. Artiola has previously supported children with Autism, ADHD, ODD alongside those with significant attachment and trauma. 

Jeni Gallagher

Operations Manager & Responsible Individual

Jeni entered the residential care sector in 2014 as a support worker where she supported children and young people with emotional behavioural difficulties. Following completing her level 3 Jeni took on the roles and responsibilities of the deputy manager before deciding to become a registered manager herself and subsequently completing her level 5 diploma in Leadership and Management.

Jeni has experience of managing homes specialising in supporting Children and Young People with Learning disabilities as well as setting up new provisions. Jeni has spent time as a regional manager supporting three operational homes that supported and cared for children with emotional and behavioral difficulties as well as high levels of suicidal ideation. She worked closely with external agencies, stakeholders and homes managers to ensure the levels of care provided were in the best interest of the Children and Young people. 

Jeni moved to Tampa Housing in January 2024 to take on the role of Operations Manager and is dedicated to improving the lives of the Children and Young people in her care.
